CHAIRMAN’S MESSAGE
We started as the Poole & District Volleyball Association, with just a single division ofmainly men’s teams. Since then, we have grown to 3 divisions, including a women’sdivision, a large number of juniors playing, both in the league and in local schools, andprobably the best beach volleyball in Britain.
During these 40 years, we have produced some of the finest teams and players Englandhas seen. If you watched GB men and women on Sky, playing in the European League lastsummer you would have seen GB men’s new star libero, 19 year-old Dan Hunter, who justover a year ago, was playing in our league. He joined long-time GB player, Danny Weemes,in the men’s team, and two GB first-six women, Lucy Wicks and Nicky Osborne, as thelatest graduate from our leagues. Furthermore, two GB and World Tour beach players, GregWeaver and Zara Dampney, started with us. Local referee and player, Nick Heckford, isstill with us, and has just taken on the role of our Treasurer. Yet he’s also busy refereeinginternationally with the aim of being involved in 2012.
These are just the latest top-class players to have learned their game locally. I could easilyname another 25 England/GB players, and another 30 England Juniors, from the last 40years. However, probably the player who has achieved most in his/her volleyball career isone of our originals from 40 years ago. Jeff Brehaut has refereed two Olympic Finals andbeen in charge of all the referees for the last two Olympics.
As always, we have new generations of talented up-and-coming players. Who knows whichplayers you are playing with or against will go on to be international stars.
Very few of us achieve the successes I’ve mentioned above. For us, it’s just about enjoyinga great sport and trying to be the best we can. The PBVA tries to help you with this, byorganising the leagues, tournaments, player development evenings, coaches courses, refereescourses, and social events. It also supports the development of our new generations ofplayers, both junior and adult, through coaching in schools, running age-group competitions,and novice tournaments. I’ve seen too many successful clubs and leagues wither awaybecause they didn’t bother about developing players for the future. We must never allow thatto happen to us.
We have been fortunate over the years to have people step forward to help run the PBVA.Last season Sharon Wright was fundamental to the Winter League. Not only did she have toredo the fixtures before the start of the season, due to team changes, but had to deal with ateam withdrawing part-way through the season. Our thanks are due to Sharon and our hope isthat she has an easier season this year.
Others have given many years of service. One of these is Dave Fry. Not only has he beenour Treasurer for many years: he created New Milton Volleyball Club, which played in theleague for a number of years. He has also been Team Manager to both England Juniors andEngland South Cadets. This year, he has stepped down as Treasurer, but I’m glad that he hasagreed to continue as our Vice-Chairman.Have an enjoyable season.

If a deciding third set is required, it is won by the first team to score 7 points. The server rotates after every point scored by their team.

COURT MANAGER DUTIES: -
The Court Manager’s overall role is to ensure all matches on a court run smoothly over the course of the evening. They take responsibility for:
- Keeping matches running to time and minimising delays.
- Acting as a point of contact with Sports Centre staff.
- The court having the equipment that the PBVA provides.
- Adjudicate on contentious issues. (Sometimes they will be required to do this for another court if the issue involves the manager of that court).
Main Court
Manager
The Main Court Manager (printed in the fixtures) has the added responsibilities of:
- Ensuring the other court managers are present.
- Distributing PBVA equipment to each court at the start of night.
PBVA Equipment
Scoresheets
Scoresheets for the three matches are provided by the Competitions Secretary. They will usually be sent or given directly to the Main Court Manager. At the end of the night they should be returned to the Competitions Secretary as requested.
Match Balls
These are brought to the sports centre by either Geoff or Lynn Allen. In the event that they are delayed, a volleyball that is to the agreement of the captains should be used until the official balls are available.
Scoreboards / Clipboards
These are kept in a pale blue
Wessex
sports holdall. This is held by the sports centre staff. The Main Court Manager should collect it from them at the start of night and return it at the end.
Getting through the Night
Start of Evening
1) The Main Court Manager distributes the PBVA equipment to each court.
2) The Main Court Manager ensures the other Court Managers are present. If they are not, locate a member of the executive committee to help find a replacement. Record the matter of the missing Court Manager on the first scoresheet for the relevant court.
3) Each Court Manager should greet and identify themselves with the officials and captains of the other teams. Remind them that due to concerns for the safety of sports centre staff, no balls may be used until the net is up. Cardiovascular and stretching warmups are allowed during this time.
4) Each Court Manager is responsible for the safety of their court. They should:
- check posts, net and the referee stand are sturdily attached.
- ensure teams do not use balls while the net is being set up.
- check the flooring for anything that might cause tripping, or injury while diving.
- look for any other health and safety concerns.
5) If officials are slow to start the warmup or match, Court Managers should politely remind of the need for matches to run on time through the evening.
During the Evening
Each Court Manager must:
1) Be available to deal with any disputes arising during or between matches.
2) Ensure delays between matches are minimised and politely insist on a 10 minute warmup. This can be facilitated by agreeing the match start time with the officials.
3) Ensure all match officials are present at each game. If missing you may need to find a replacement. If match officials are not there record it on the scoresheet.
4) Ensure scoresheets are filled out correctly and signed by all parties.
5) Record any instances of shirt violations on the scoresheets.
End of Evening
1) Check your court for lost property and pass to the Main Court Manager.
2) Return match ball, clipboard, scoreboard and match scoresheets to the Main Court Manager.
3) Main Court Manager returns all PBVA equipment and completed scoresheets.
4) If any lost property was found pass it onto SDE staff. Main Court Manager to contact teams involved on court that night. Contact details are provided in the Club Directory section of the handbook.
5) Court Managers to go home and breathe a sigh of relief that the ordeal is over!

PBVA CONSTITUTION & RULES : -
1 NAME, AFFILIATION AND AIMS
1.1 The name of the Association shall be
Poole
and Bournemouth Volleyball Association, hereinafter called “the Association”.
1.2 The Association shall be affiliated to the English Volleyball Association.
1.3 The aim of the Association is to promote and encourage the game of volleyball to the highest possible level.
2 THE ANNUAL GENERAL MEETING
2.1 This will be held once a year after the end of the winter season.
2.2 Each member club is expected to be represented at the meeting.
2.3 Each club present will have one vote except those excluded under Rule 9.5 below. The Association President, Vice Presidents and any committee members not affiliated to a club also have one vote at the AGM.
2.4 The Chairman cannot vote as a club representative and does not have a vote except in a tie when he/she has the casting vote.
2.5 Clubs cannot vote by proxy.
2.6 A quorum will comprise sufficient club delegates to represent half the teams in the previous year’s league.
2.7 Four weeks notice must be given to all clubs before the Annual General Meeting.
2.8 The A.G.M. agenda will be drawn up by the Association Secretary. All motions to be discussed at the A.G.M. should be presented to the Secretary not less than 14 days before the Meeting, and circulated to clubs not less than 7 days before the Meeting.
2.9 New clubs must be proposed and seconded by affiliated clubs or Committee members and then elected to join the Association at the A.G.M. or an Executive Committee Meeting.
2.10 Rules may be changed at the A.G.M. by a majority vote.
2.11 The PBVA Financial Year runs from 1st June to 31st May.
2.12 An E.G.M. can be called by handing to the Chairman or Secretary a petition signed by one half of the clubs in the current league, together with an agenda for the Meeting.
2.13 Rules for the A.G.M. apply at the E.G.M. and the agenda must be adhered to.
3 EXECUTIVE COMMITTEE
3.1 The management and control of the Association shall be invested in an Executive Committee which shall be elected at the A.G.M. and consist of:

3.2 Each club is expected to have at least one member serving on either the Executive Committee or a sub-committee.
3.3 The Committee will meet regularly to administer the affairs of the Association.
3.4 A quorum will comprise five members.
3.5 Executive Committee members may not vote on disputes or appeals involving their own club.
3.6 The Committee can approve and inspect courts.
3.7 All Committee members, including co-opted members, the Association President and Vice Presidents, shall be eligible to vote on Committee
3.8 The Chairman shall have one vote in any motions that are proposed, unless barred under Rule 3.5. If the voting on a motion is tied, the Chairman shall have the casting vote, unless barred under Rule 3.5, when the motion shall fail.
3.9 The Committee can appoint people to organise events during the summer if the court time booked at Sir David English is not required for Association competitions.
3.10 A meeting may be called by three or more Committee members, who must give ten days notice of the meeting to the Chairman or Association Secretary.
4 COMPETITIONS
4.1 The Rules govern all competitions organised by the Association.
4.2 Players take part in Association competitions at their own risk.
5 COMPETITION RULES GENERAL
5.1 All competing clubs must be affiliated to the E.V.A.
5.2 All competitions (except Ladies Division and junior competitions) are open to mens’, ladies and mixed teams and will be played over a men’s height net.
5.3 In the event of a club changing its name, that club may not play in any PBVA competition until all debts incurred under the old name have been paid.
5.4 Matches will be played to FIVB rules except those rules modified by PBVA. N.B.: For safety reasons. ball contact below the knee will be deemed a fault.
5.5 Competitions will take place on Tuesday nights between
7pm
and
10pm
.
5.6 Matches will normally be the best of three sets, the first two to 25 rally points and the
third to 7
rally points. (The first team to reach the required points score wins the set. The third set will be run on a single serve basis which, if won, will then rotate to the next player ).
5.7 All teams must be ready to play at their scheduled time.
5.8 With the exception of regulations governing the Libero player, all members of a team shall endeavour to wear identical kit, with shirts at least being the same colour. A fine of £2 to be imposed in each instance where a shirt does not comply. Instances of non-compliance are to be recorded on the score sheet by the Referee and Court Manager.
The Libero player can be clearly identified by a clear marking, acceptable to the referee, on their shirt, or a player’s bib, as an alternative to wearing a different coloured shirt. If a team has one or more players not wearing uniform shirts who are not Libero players, that team may not nominate a Libero player.
5.9 Match warm-up times are

, or as soon as the nets are available. The warm-up shall not exceed ten minutes and will normally consist of five minutes general and five minutes over the net. This shall start at the scheduled time or after the previous game has finished.
5.10 If a team is incomplete at the end of the 10 minute warm-up, it will be deemed to have lost the first set 25-0. If the team is still incomplete 10 minutes later, it will be deemed to have lost the match 25-0, 25-0. At the end of the warm-up, if 5 players are available, a 2-set friendly match shall start immediately. If the sixth player arrives during the next 10 minutes, the second set shall start immediately.
Teams that have only 5 players are incomplete, and will not receive their league point for playing the match. However, if the 2-set friendly match is played, they will not be fined or be deducted a point. Conversely, the opposition will not be able to reclaim their match fee.
5.11 If a match finishes within the allotted time, then the teams who are to play the following match should start to warm-up.
5.12 If time runs out at the end of an evening and a match cannot be completed, it will be re-arranged at a date and time set by the Competitions Secretary and the teams. It will be replayed completely at no additional cost to the teams.
5.13 Players must not congregate at court side until the match prior to theirs, including any friendly match, has finished. Persistent failure to comply could incur deduction of league points or, in the case of cup competitions, exclusion of the team from the competition.
5.14 The only people allowed at court side are named substitutes and one named coach. Any player of any team who contravenes could cause their team to lose league points or, in the case of cup competitions, exclusion of the team from the competition.
5.15 Trophies will normally be presented on the Presentation Evening, which is usually soon after the last week of the winter season. Seven medals per team will be presented to winners and runners-up in all competitions, if sufficient funds are available. Further medals may be purchased by winning teams.
5.16 All divisional winners and runners-up should be represented by a full team to collect their trophies on Presentation Evening. Failure to fulfil this requirement will result in the individuals being charged the cost of purchasing these trophies.
5.17 Trophies may be retained by winning teams for a limited period upon payment of a deposit as set by the Committee. All trophies must be returned to the Association Treasurer by a set date. Failure to do so will render that club liable for a replacement trophy as purchased by the Association. Trophies not retained by winning teams may be held by the Association.
6 COMPETITION RULES SPECIFIC
6.1 League
a) League trophies will be competed for in divisions. Each team will normally play all others in that division twice during the season. If few teams are allocated to a division, teams may play each other more than twice during the season.
b) The following points system will operate
For playing a match 1 point
For each set won 1 point
For winning a match 1 point
Failure to fulfil a fixture 0 points
Failure to provide a match official -1 point
Failure to notify cancellation of a fixture -1 point
c) In the event of two or more teams being equal on points at the end of the season, the order of tie break will be: games won, sets difference, sets won. Beyond that, the results of individual matches between tied teams, and then the scores of all league matches played throughout the season will be taken into account. If still unresolved, the Committee may decide upon a play-off, or draw lots to decide the winner, runner-up and relegation places.
d) The winners of divisions shall be promoted and the bottom teams shall be relegated. The runner-up and next-to-bottom team of the higher division shall be placed in an appropriate division by decision at the AGM.
6.2 Knockout Cup
a) This competition is open to all affiliated clubs and any other local teams, at the discretion of the Executive Committee.
b) The various rounds of the K.O. Cup will be spread over the winter months, the final normally being played on the last night of the season.
c) No player may play for more than one team in the K.O. Cup.
d) This competition shall be seeded, and the teams drawn at the beginning of the season.
e) No player may play in a Cup Final unless having played for that team previously in the season.
6.3 One-night Tournaments
a) One-night tournaments may be arranged if the league programme permits.
b) These tournaments are open to all affiliated league clubs and any other local club, at the discretion of the Executive Committee.
7 RESULTS
7.1 Score sheets will be supplied by the court manager. These will be correctly filled in by the scorer and signed by the scorer, both captains, the referee and the court manager.
7.2 The court manager is responsible for checking score sheets for completeness and submitting them to the Competitions Secretary by the agreed method.
7.3 Any grievances regarding a match may be recorded on the score sheet by the referee, court manager or either captain.
8 FIXTURES
8.1 If any club returns its entry forms after the closing date, that club may be excluded from the competition concerned.
8.2 If particular dates for the forthcoming season are known to be unacceptable, teams should inform the Competitions Secretary before the fixture list is compiled.
8.3 A fixture list will be sent to all club secretaries before the League starts.
8.4 No matches may be re-arranged under normal circumstances.
8.5 Teams failing to fulfil a fixture after notifying all relevant parties (see Rule 8.7) will incur a fine equal to two match fees.
8.6 When a team fails to turn up, the other team may play volleyball on the court during the time specified on the fixture list and reclaim their match fee.
8.7 If a team is unable to fulfil a fixture, they must give at least 24 hours notice to the opposition, the clubs providing court manager, referees and scorer, and the Competitions Secretary. The defaulting team must fulfil both its own officials’ duties and that of the opposition, or make alternative arrangements for these duties to be done. Where a club fails to comply with this Rule, they will be fined £20, in addition to the fines that apply under Rule 8.5, for defaulting without notification. Failure to provide any or all of the officials will result in further fines in line with Rule 11.3 for each official not supplied.
9 FEES
9.1 At the start of the season, each club shall be required to deposit a “goodwill bond” with the Treasurer. The amount of this bond shall be decided at the A.G.M. Fines and other penalties imposed on a club will be taken from this bond and the club must maintain the bond at the required amount throughout the season.
9.2 Court fees will be set at the A.G.M. on advice from the Treasurer, who may make small changes between the A.G.M. and the start of the competition, if circumstances make this necessary.
9.3 Court fees may be adjusted during the season by the Executive Committee.
9.4 Fees for Association competitions will be paid on request of the Treasurer, who may offer a discount for prompt payment at the discretion of the Committee.
9.5 Clubs with unpaid fees have no voting rights, on request of the Treasurer.
9.6 Failure to pay fees within the date set by the Committee may result in the team being excluded from all Association competitions.
9.7 Late entries may be accepted by the Competitions Secretary on payment of a fee set by the Committee.
9.8 If a club or team withdraws from any PBVA competition without fulfilling all its fixtures, all match fees for those matches not fulfilled are still payable to the PBVA.
10 PLAYERS REGISTRATION AND TRANSFERS
10.1 The Association will operate a Personal Registration of players. A registered player wishing to re-register with a different club requires a formal transfer.
10.2 Players must normally be resident or working within a 35 mile radius of the venue for at least 6 weeks of the season; i.e. no visiting players are allowed.
10.3 All players must be registered by their club with the Competitions Secretary by 1st September. Any new players must be registered with the Court Manager on the night of the game. When registering players, the club must indicate on the registration form the standard to which each player is capable of performing officials duties.
10.4 When a club has two or more teams, each team will be ranked according to division. Clubs must then nominate their best team of six players for their top-ranked team and these six players cannot play for any other team. For the next ranked team the next best team of six players must be nominated and these six can only play for that team or the team ranked above, and so on. When a club has two or more teams in the same division of the league, they will be ranked equal; each team must have its nominated “six” unless it wishes to nominate a squad of more than six, none of whom may play for another team except of higher ranking. However, clubs may apply to the Executive Committee for a player to be transferred formally, and once only per season, between teams within that club. All clubs operating to this rule will have their players monitored by the Executive Committee.
10.5 Players may only be allowed to play in a higher division four times, after which permission must be sought from the Competitions Secretary to continue playing in the higher division without transfer. A player whose name appears on the score sheet will be deemed to have played. However, if a player from a lower division is entered on the score sheet purely as cover for injuries and does not play in the match, then his/her name may be deleted from the score sheet.
10.6 No player may play for more than one club during a season without a formal transfer. Exceptions: K.O. Cup, Ladies Division and one-night Tournaments.
10.7 Only one transfer per player per season is allowed.
10.8 A transfer fee will be paid to the Association by the receiving club. This will normally be waived if the transfer takes place between the end of one winter league season and the start of the next.
10.9 No transfers may take place between 1st March and the end of the season.
10.10 All transfer requests must be by written letter to the Competitions Secretary with the signatures of the player and the secretaries of the two clubs involved. No transfer shall take place until the letter is received.
10.11 No player may be approached by any member of another club except with the permission of that player’s club secretary. If any player contacts another club with a view to transferring, the club must inform the player’s Club Secretary.
10.12 No player owing money to one club may play for another club in any of the Association’s competitions unless permission has been granted by the Committee.
10.13 When a player leaves a defunct club and joins another, the defunct club’s debts to the Association must be discharged before that player is allowed to play for his new club. This is at the discretion of the Committee.
11 OFFICIALS
11.1 Clubs playing in the league or cup competitions shall provide Court Manager, Referee, Umpire and Scorer when nominated by the Officials Secretary or Competitions Secretary.
11.2 All referees nominated by clubs to referee games in the local league should have attended, as a minimum requirement, a referees’ seminar. First Division referees shall be of a standard of competence as decided by the Officials Secretary.
11.3 Every team must send a representative to attend the rules update session at the start of the winter season.
11.4 The referee and court manager must supervise the pre-match warm-up. Failure by either of these officials in this duty to supervise the full warm-up will result in that official’s team incurring a £5 fine. If a team fails to supply its required referee, umpire, scorer or court manager by the beginning of the first set, it will incur a fine of £7.50 per official. This is in addition to the fine for not supervising the warm-up. If the official fails to arrive courtside by the beginning of the second set, the team will also lose one league point. The relevant official’s fee will be payable to teams who supplied the replacement officials at short notice, if the fact is signified on the score-sheet.
Should a team fail to provide officials on any further occasion during the same season, the fines will be doubled.
11.5 A pool of referees will be provided by the Officials Secretary to officiate at matches for which teams cannot supply officials. The referee and other officials will be paid by the team unable to supply officials (see scale of charges).
11.6 At least one week’s notice must be given that a team cannot supply officials. Notice is to be given to the Officials Secretary or Rule 11.3 applies.
11.7 Officials will carry out their duties as described in the E.V.A. rule book.
11.8 The Referee must not be substituted during the course of a match except in the case of illness.
12 DISCIPLINE
12.1 A player or coach who receives a personal warning (yellow card) will be charged three disciplinary points.
12.2 A player or coach who is removed from the set/match by the referee will be charged five points. This player or coach will not be eligible to participate in the next match of that competition and his/her case will be discussed by the Executive Committee for further action.
12.3 If in the course of a season a player or coach accumulates six points, his/her case will be discussed by the Executive Committee.
12.4 Action involving dissent and unsatisfactory actions towards the officials will be regarded seriously. Clubs are encouraged to apply internal discipline in such cases.
12.5 The Committee shall be entitled, at its absolute discretion, to impose disciplinary points, fines, suspension or disqualification on players, coaches, clubs or teams.
13 ALL CLUBS ARE EXPECTED TO ABIDE BY THE RULES. FAILURE TO DO SO WILL RESULT IN ACTION BEING TAKEN BY THE COMMITTEE.
